Mr. Matthew Taylor

To ask the Secretary of State for the Environment, Transport and the Regions if he will list the road schemes, by local authority, for which the Government has suspended funding during 1998–99, indicating for each if this was on the grounds of(a) changes in policy and (b) increases in financial costs. The following table shows the local authority road schemes which were funded in 1997–98 but for which no financial support has been provided for 1998–99. Schemes for which no bids were received have not been included. In each case, the decision not to continue funding was in accordance with established procedures which take account of progress made on the scheme and the extent of previous financial support. In no case was increased cost the sole factor. None were suspended because of changes in policy.

To ask the Secretary of State for the Environment, Transport and the Regions what is the Government's policy in respect of reviewing local authority road schemes previously funded through the TPP system against the criteria of(a) integration, (b) accessibility, (c) safety, (d) economy and (e) environmental impact. Ms Glenda Jackson

All current local authority road schemes were accepted for funding with a commitment to continue financial support provided that reasonable progress was made towards their completion. It would therefore be unreasonable to assess existing schemes against different criteria from those used when the schemes were first accepted for funding.

To ask the Secretary of State for the Environment, Transport and the Regions (1) what was the total number of new packages submitted by local authorities in their TPP bids for 1998–99; [22453]

(2) pursuant to his answer of 6 November 1997, Official Report, column 277, how many new rural packages were awarded funding in the local transport settlement for 1998–99. [22454]

Bids for 69 new packages were received. Among 10 new packages to receive full approval in the settlement, one was for a predominantly rural area. It was Cumbria County Council's Lake District package.
