To ask the Prime Minister, pursuant to his oral answer of 3 December 1997,Official Report, column 354, what assessment he has made of the limits of suffering by Iraqi children, consequent upon the imposition of a regime of sanctions, which are consistent with foreign policy based on ethical considerations. [20982]

[holding answer 22 December 1997]: The children of Iraq have suffered greatly, as have all Iraqis, at the hands of a ruthless dictator who cares nothing for their welfare.

Unlike Saddam Hussein, we are concerned at their plight: our co-sponsorship of oil-for-food resolutions has ensured that food and medical supplies reach the people of Iraq; we have also provided £94 million in humanitarian aid since 1991, much of which is specifically dedicated to projects for children.
