To ask the Secretary of State for Foreign and Commonwealth Affairs, pursuant to his answer of 25 November 1997,Official Report, column 479, for what reason Command Paper 3780 omits the text of the 15 protocols of the Treaty on European Union; and if he will publish a command paper to include current articles and protocols contained in the Command Papers 455 of 1988 and 2485 of 1994. There is no need for a consolidated version of Command Papers 455 of 1988 and 2485 of 1994. A consolidated version of the Treaty of Rome and the Treaty on European Union, as amended by all subsequent treaties, including the Treaty of Amsterdam (not yet in force) has already been published as part of Command Paper 3780 (1997). This does not reproduce the texts of protocols annexed to the Treaty of Rome or the protocol annexed to the Treaty on European Union, as they are not substantively amended (although some are repealed) by the Treaty of Amsterdam. The texts of these protocols can be found in Command Papers 455 of 1988 and 2485 of 1994.
