To ask the Secretary of State for Culture, Media and Sport, pursuant to his answer of 23 February 1998,Official Report, column 28, on the new opportunities fund, for what reason the Minister for Arts described the National Lottery Bill [Lords] as the statutory authority for the shadow accounts in his oral answer of 16 February 1998, Official Report, column 750. [holding answer 26 February 1998]: My hon. Friend the Minister for Arts was seeking to explain that the National Lottery Bill, if and when it is passed, will provide statutory authority for the reallocation of funds between the good causes which the shadow accounts prefigure. Neither the distributing bodies nor my Department need any specific statutory authority to maintain those shadow accounts.
