§ Angela EagleWe have no plans to set targets for cleaning of pavements. However, local authorities are under a duty to keep specified public land, including pavements, clear of litter and refuse as far as is practicable. My Department issued a Code of Practice in 1991 to provide practical guidance on the discharge of this duty. In addition, the Audit Commission requires local authorities to publish performance indicators in relation to their street cleaning duty.
