To ask the Secretary of State for Defence how many flying accidents have been recorded during low-altitude training in the last 10 years; and what measures are being taken to reduce the number of accidents. [29358]

In the years 1988–97 the number of accidents involving MOD aircraft engaged in low flying training were as follows:

  • 1990–6
  • 1991–5
  • 1992–3
  • 1993–6
  • 1994–7
  • 1995–2
  • 1996–2
  • 1997–1

Studies suggest that there are certain conspicuity measures that could further increase the effectiveness of the "see and avoid" principle. We have initiated a programme to paint the majority of training aircraft black including the Hawk, Tucano, Dominie and Jetstream; training helicopters and the Firefly aircraft are painted in a combination of yellow and black. In addition, the majority of military aircraft are being fitted with high intensity strobe lights, and RAF aircraft with high power light assemblies where installation is not cost prohibitive. The procurement of a Collision Warning System is under consideration as part of the Strategic Defence Review.

Flight safety is a key priority and we continue to pursue initiatives that promise further improvements in that area.
