§ Dr. David ClarkI told the House on 9 December 1997,Official Report, column 811, that there appeared to have been a premature disclosure of some features of the Freedom of Information White Paper, and that I had set in train the task of looking further into the circumstances. The established procedures were followed and have been concluded, but yielded no evidence to identify the source of the apparent disclosure.
