To ask the Secretary of State for the Home Department (1) if he will assess the advantages of setting up an Electoral Commission to recommend reforms in the conduct of elections; [30700]

(2) what plans he has to encourage a higher turn out of voters in elections; [30703]

(3) what plans he has to use technology to improve the registration of voters. [30697]

These are matters which will be considered by my Working Party on Electoral Procedures during the course of its review.
