To ask the Secretary of State for Social Security what plans she has to allow the disabled to continue to receive benefits when at work, while paying an increased level of tax. [30922]

Mr. Denham

We are committed to modernising the Social Security system so that it helps people to work as far as they are able; provides appropriate support to those who cannot work; and makes the most effective use of the resources available. We want to encourage people who are disabled, or who have long-term health problems, to play a full part in society and to help them to help themselves wherever that is possible. This means being positive about people's abilities and their capacity, rather than negative about their disabilities and incapacity.

The main benefit available to contribute to the extra costs of disability for disabled people of working age, whether or not in work, is Disability Living Allowance.

No decisions have been made about any changes to benefits for disabled persons. When we have identified specific proposals we will consult disabled people, their organisations and others with an interest. We will not make any changes without consulting on them.
