To ask the Secretary of State for the Environment, Transport and the Regions if he will list the 30 English local authorities with the(a) worst and (b) best council house rent collection rates, (i) as a percentage of rent due net of benefit, (ii) as a percentage of gross rent due and (iii) as cash due, for the latest available year. [holding answer 6 February 1998]: Information on rent arrears and rent collection is collected from local authorities in England on Housing Subsidy Forms. This information includes data on rent due (full rent available on all dwellings less rent reductions/refunds and rent lost on vacant dwellings) and the part of this rent that is outstanding at the end of the year. Not all authorities are able to provide the latter items, which requires dissaggregation of rent arrears for the current year from those for previous years. This means that collection rates for 1996–97 are not available for around 50 authorities.

The details requested for collection rates for gross rent are set out in percentage and cash terms. These data are as issued by News Release on 9 February 1998 and, as the footnote indicates, Islington has subsequently submitted revised figures.

No data are collected centrally on arrears of rent net of benefit.
