It is the practice of my Department to appoint agencies under a framework agreement from which advertising services are provided. A review of the Scottish Office advertising account was held in 1997 according to the EC competitive tendering regulations when Barkers Scotland and Faulds Advertising Limited were appointed. Ten companies took part in the competition.
