§ Mr. MichaelConsideration will be given to making information available on the contract payments once all of the contracts for secure training centres have been awarded. In assessing best value, bids are evaluated on the basis of the quality, performance and safety of the design and construction and operating proposals; the quality of service relative to price, the adequacy and robustness of financing proposals; the deliverability of the whole project; and the degree of risk transfer.
