asked Her Majesty's Government:

Whether they believe the credibility of the United Nations would be enhanced by an attack on Iraq by one or two of its members without a new Security Council resolution explicitly authorising it; and to what would any United Kingdom/United States attack on Iraq be "proportionate", as the Geneva conventions require. It would not be sensible at this stage to speculate on the possible circumstances of any military action against Iraq.

We and other members of the Security Council continue to pursue by diplomatic means the objective of total Iraqi compliance with the Council's demands.
