§ Mr. Alan HowarthOn 1 October the Government announced their strategy to secure comprehensive, enforceable civil rights for disabled people. The Disability Rights Task Force, which I chair, was established in December 1997; its first task is to make recommendations on the role and functions of a Disability Rights Commission by the end of March 1998. It will make further recommendations on how best to secure civil rights for disabled people within the context of our wider society by July 1999.
