To ask the Secretary of State for the Home Department what resources per head were allocated to young offender units for the education of 16 to 21 year-olds in(a) London and (b) the Home Counties in each of the last three years. [28785]

Prison Service budgets are not allocated, nor can spend be meaningfully calculated, per head for education. Every prison governor is given a budget to manage their establishment. It is for the governor to decide, within the framework of guidance from the area manager and advice from in-service educational specialists, how to allocate resources between the various regime and other operational needs.

Governors buy educational provision, through a standard call-off contract according to need and available resources, from providers contracted to their own establishments.

Total education expenditure for discrete young offender establishments in London and the home counties (defined as counties which border on London boroughs) are given in the table. The current population of each of the establishments is also listed.
