§ Mr. HainThe areas which need the most help are those which have the highest levels of unemployment and those areas which have been less successful in terms of industrial and economic development and in attracting inward investment. Classic examples which display some or all of these problems are in our priority areas of the south Wales valleys, mid Wales and south and north west Wales. But, while we focus and encourage, it is the companies with which we deal which must take the final decision on location, decisions which are based on a wide range of commercial considerations.
