Mr. Welsh

To ask the Secretary of State for Education and Employment if students beginning courses in 1999–2000 and beyond will be eligible to claim travel allowance on the same basis as at present. [29211]

Dr. Howells

We are considering the detail of some of the supplementary allowances for new students in 1999–2000 and beyond, including travel. In considering the arrangements for travel we will have regard to the particular circumstances in Scotland.

To ask the Secretary of State for Education and Employment who will be responsible for administering the new hardship loan scheme; how much money in total has been allocated for this purpose; how much each individual student will be able to claim in the form of a hardship loan; if all students who apply will be given a hardship loan; when and how those who take out hardship loans will be expected to repay them; and if he will make a statement.
