To ask the Secretary of State for the Environment, Transport and the Regions what steps he is taking to encourage Railtrack and train operators to take responsibility for the packing waste generated by their retail activities. [28483]

The responsibility for packing waste rests with individual retailers. Railtrack and the train operating companies expect their tenants to meet the obligations set out in the Environmental Proctection Act 1990 and encourage them to keep station facilities free of litter. There are already Regulations in place to encourage larger businesses to recover and recycle more packaging waste. In a reply given by my right hon. Friend the Minister for the Environment on 17 December 1997, Official Report, columns 139–94, proposals were set out for a fundamental review of the Regulations in 1998.
