To ask the Secretary of State for Scotland what steps he is taking to address the concerns of CBI Scotland in relation to the tax issues they raised with him on 30 January. [28795]

I had a useful and constructive meeting with CBI Scotland. As I indicated to them, the Government will shortly be issuing a paper setting out their proposals for dealing with a range of second order issues relating to the operation of the Scottish variable tax rate. The paper will cover the main issues raised with me by CBI Scotland and I believe that it will meet their main concerns. The Government will take account of any further views expressed in response to this paper before preparing the appropriate secondary legislation.
