Mr. McNamara

To ask the Secretary of State for Northern Ireland what proportion of votes were cast for each political party in the May 1997 elections for Belfast City Council; what proportion of council seats was won by each political party; what proportion of council committee chairs and vice-chairs has been allocated to each political party; what is the proportion of council members in each party nominated to outside authorities; and what is the proportion of council members in each party represented on partnership boards. Marjorie Mowlam

The Standing Advisory Commission on Human Rights raised this with me for the first time at a meeting on 4 February. SACHR have for many years been providing advice on issues beyond those set out in their statutory remit; this is a situation that has been endorsed by successive Secretaries of State. I am aware of a call from SACHR to extend the statutory base and will take their views strongly into account in any decision that I take.
