§ Ms QuinMy right hon. Friend announced in a speech on 2 February 1998 that the Prison Service will be piloting welfare-to-work programmes over the coming year in nine young offender institutions. Intensive eight-week courses of job preparation and skills training will be designed so that on release the young offenders can gain maximum benefit from the Government's New Deal for 18 to 24 year-olds.
