§ Mr. BattleI hope to be in a position to publish the conclusions of the Review on utility regulation in a Green Paper in the near future. Following publication, there will be a period of consultation during which all interested parties will have the opportunity to submit representations on any proposals for change. I do not propose to make a statement in advance of publication.
