asked Her Majesty's Government:

Whether they will introduce amendments to the Scotland Bill to ensure the independence and impartiality of the judiciary in Scotland after devolution by prohibiting the removal of a judge in the Court of Session unless he has been found guilty of serious misconduct or inability to discharge his duties by an independent and impartial tribunal established by law; and, if not, why not. The provisions in the Scotland Bill dealing with the removal of a judge will shortly be considered in another place before they come before their Lordships House. A number of amendments have been proposed to this clause and these are under consideration.
