§ Mr. Mike O'BrienThe Human Rights Bill cannot and does not affect the terms of the European Convention on Human Rights. Accordingly, it will still be the case that a person, non-governmental organisation or group of individuals claiming to be a victim of a violation of the Convention may apply to the Strasbourg institutions, and it will still be the case that the Government, and other authorities not themselves claiming to be victims of a violation of the Convention, may not.
