To ask the Secretary of State for the Environment, Transport and the Regions what plans he has to encourage the introduction of speed reduction measures on UK roads. [62934]

The Department has recently started a review of speed policy taking account of its effects on safety, the environment, the economy, and the quality of life.

The Department already issues advice to local highway authorities on the type of speed reducing measures that are available to them and best practice on their use. We shall also shortly be introducing legislation freeing authorities from the requirement to seek central Government consent to make 20 mph speed limits; advice about introducing such limits will stress the need to ensure the required reduction in traffic speed is achieved by making the limits self enforcing through the use of speed reducing features where necessary.

Officials from the relevant Departments are discussing detailed methods for funding the operation of speed cameras from fine income.
