The European Union Council Recommendation 11393/97 was sent, along with an explanatory memorandum, to the European Legislation Committee of the House of Commons and the Select Committee on the European Communities of the House of Lords on 17 November 1997. The documents were deposited in the Libraries of both Houses on 19 November 1997.
