§ Ms Glenda JacksonIt would be impractical to impose a national ban on lorry traffic on non-trunk roads because most lorry journeys begin and end on such roads. Non-trunk roads are the responsibility of local traffic authorities who have powers to make traffic regulation orders to prohibit or restrict lorry access, subject in limited cases to a requirement to hold a public inquiry and obtain the Secretary of State's consent.
