What progress has been made towards recognition in all European Union member states of penalty points applied to driving licences following the agreement of a convention on disqualification from driving made during the United Kingdom Presidency of the European Union. [HL118]

The Convention on Driving Disqualifications (Council Act of 17 June 1998) does not extend to the mutual recognition of penalty points and there are no current moves towards such recognition. Not all European Union member states have penalty points systems, and among those systems which exist there is considerable variation in how they operate, what offences they cover, and how they affect the licence holder.
