To ask the Chancellor of the Exchequer what assessment he has made of the effect which the 11-week limit to casual employment has had on small employers in the construction industry. [61911]

I have been asked to reply.

I assume that my hon. Friend refers to the 13-week qualifying period for the entitlement to paid annual leave under the Working Time regulations. There was no specific assessment on applying this entitlement to casual workers, and specifically the ramifications for small employers in the construction industry. An assessment for the whole of British industry was made, a copy of which is held in the Library.
