Whether it is legal and constitutional under the Parliament Acts for a Bill (other than a money Bill) that has been rejected by the House of Lords to be presented for Royal Assent if that Bill allows one House of Parliament to alter the composition of the other House or the voting rights and sitting rights of a majority of its members without prior enactment of measures to protect the people's democratic rights through a second chamber. Yes. The Parliament Acts lay down special rules for only two categories of public Bill introduced first into the Commons. On Bills certified by the Speaker as a Money

in response to a similar question from the noble Baroness, Lady Blatch. Individual employers of school staff hold records of staff dismissed and the procedures under which they are dismissed, and the information is not collected centrally. The National Employers' Organisation for School Teachers (NEOST) was due to report this autumn on the progress in the implementation and monitoring of the outline capability procedures drawn up last year by the ACAS working group. The progress report from NEOST is expected shortly.
