To ask the Chancellor of the Exchequer if it is his policy to oppose amendments to the(a) interpretation and (b) implementation of the European Growth and Stability Pact promoting greater flexibility towards budget deficits which result from high levels of net public sector investment; and if he will make a statement. [holding answer 30 November 1998]: The Government are not aware of proposals by Member States to amend the Stability and Growth Pact. The Pact supports sound public finances which are vital for macroeconomic stability and the success of EMU.
