§ Mr. Ian McCartneyThe Post Office consulted the Government and the Post Office Users National Council (POUNC) about the proposed increase, who have accepted the need for it. Handling costs have risen and the Post Office was not fully covering its costs. It is still one of the cheapest rates in Europe.
