§ Mr. RaynsfordWe are committed to introducing a national licensing system for houses in multiple occupation (HMOs) where the worst housing conditions in the private rented sector tend to be found. We expect to consult on proposals later this year. I cannot say at this stage when we will have the opportunity to legislate. In the shorter term we propose to introduce a Code of Practice under existing powers covering fire safety and other amenity standards in HMOs. We expect to issue a consultation paper during the summer.
