§ Mr. MichaelHome Office circulars are issued directly by the Home Office, not by the Association of Chief Police Officers (ACPO). Guidance issued by ACPO is a matter for them. Circulars to the police were issued by the Home Office in 1995, 1996 and 1997 and copies of each have been placed in the Library.
