§ Mr. RaynsfordAs was set out in a policy statement in February, we are seeking to open up the debate about the scope for using economic instruments to help achieve our planning objectives. The scope for detailed proposals has not yet been determined, and final decisions on taxation are, of course, a matter for the Chancellor.
