To ask the Secretary of State for Social Security what is the estimated average extra employer national insurance contribution per employee in respect of employees earning over £450 per week that employers will have to pay as a result of the proposals announced in the Budget. [39192]

For employees earning over £450 per week, employers will pay an estimated average of £4.68 per week more in National Insurance contributionsas a result of the proposals announced in the Budget. For employers as a whole this will be fully offset by a reduction in employer contributions

The Benefit Review Programme, which began in 1994, was introduced in response to the need for quantitative, statistically valid, information about the extent of fraud and error in Social Security benefits. The table shows the estimated levels of fraud as determined by benefit reviews (excluding Housing Benefit) which have been completed to date. The definition of fraud used to produce the results is currently being evaluated.

The Department has been reviewing its counter fraud strategies, and as part of this work has looked at the whole question of measuring the amount of fraud in the system. We shall be announcing the outcome of this review in due course.
