§ Mr. RaynsfordAs was set out in a policy statement in February, we are seeking to open up the debate about the scope for using economic instruments to help achieve our planning objectives, including the possibility of a greenfield tax. The scope for detailed proposals has not yet been determined, and final decisions on taxation are, of course, a matter for the Chancellor.
