To ask the Secretary of State for the Environment, Transport and the Regions what proposals he has for new ways of taxing development land to promote balanced development between greenfield and brownfield sites. [38872]

As was set out in a policy statement in February, we are seeking to open up the debate about the scope for using economic instruments to help achieve our planning objectives, including the possibility of a greenfield tax. The scope for detailed proposals has not yet been determined, and final decisions on taxation are, of course, a matter for the Chancellor.
