To ask the Secretary of State for the Home Department if he will make a statement on his policy on access to civil justice for prisoners serving custodial sentences when the matters in dispute relate to the Prison Service. [38588]

A prisoner who seeks access to civil justice in a dispute relating to the Prison Service is treated in exactly the same manner as a prisoner who seeks such access in any other dispute. Prisoners' rights in this respect are set out in Rules 37 and 37A of the Prison Rules 1964 (as amended) and Rules 13 and 14 of the Young Offender Institution Rules 1988 (as amended). Guidance on the implementation of these Rules is given to governors in Standing Order 5. Copies of all these documents are available in the Library.
