§ Mr. Martin BellTo ask the Secretary of State for Education and Employment, pursuant to his answer of 18 February 1998,Official Report, column 741, which three of the four proposals were part of the draft of the Green Paper on special educational needs when it was presented to the National Advisory Group on 2 September; which was generated by the Advisory Group itself; and if the three proposals in the pre-2 September draft were included at the insistence of the Audit Commission. [37384]
§ Ms Estelle MorrisAll papers of the National Advisory Group on Special Educational Needs (SEN), including the draft Green Paper considered by the Group on 2 September 1997, are confidential. I am however currently considering whether both the notes of meetings and papers of the Group might generally be published in future.
The Audit Commission has at no stage made representations in relation to the SEN Green Paper. The proposals on which we consulted were options for making progress towards the objectives set out in the Labour Party's consultation paper of March 1997, "Every Child is Special".
