§ Dawn Primarolo[holding answer 24 March 1998]As the Chancellor made clear in his Budget Statement on 17 March 1998,Official Report, columns 1097–112, raising the employee's national insurance contributions threshold to £81 is a measure which he intends to bring forward in the future. As such, it would not have been appropriate to include this measure in the Financial Statement and Budget Report.
