§ Mr. Battle[holding answer 31 March 1998]: My Department does not propose to develop a definition of fuel poverty. An interdepartmental group on which DTI is represented, led by the Department of the Environment, Transport, and the Regions is looking at the factors which contribute to fuel poverty and its effects, and considering the options for addressing them.
