§ Mr. FoulkesWe recognise that many children and young people who are forced into heading households and having to care for their siblings are themselves victims of conflict or other disaster situations. The Department for International Development works together with UN agencies and the Red Cross, non-governmental organisations and partner governments to ensure that humanitarian assistance reaches those who are most in need. Uppermost is of course the protection and promotion of human rights and the observance of humanitarian law. These aspects are integral to all our programmes of humanitarian assistance.
