On what occasions a "lack of chemistry" (as referred to by Lord McIntosh of Haringey on 15 October, H.L. Deb., col. 436) between a Secretary of State and a Head of Information in the department concerned led to the Head of Information moving (a) since 1 May 1997 and (b) during the previous five years.
