§ Dawn PrimaroloEnforcement measures must always strike a balance between the risk to the Exchequer, the impact on legitimate trade and the cost of those measures. In the case of fraudulent misuse of Red Diesel and similar fuels in Northern Ireland I am satisfied that Customs and Excise devotes sufficient resources to the problem.
