§ Mrs. LiddellArticle 10.4 of Protocol No. 3 to the Maastricht Treaty (on the Statute of the European System of Central Banks and of the European Central Bank) states in relation to the Governing Council that
The proceedings of the meetings shall be confidential. The Governing Council may decide to make the outcome of its deliberations public".Under Article 12.3 of the same protocol the Governing Council must adopt Rules of Procedure for the Executive Board.
