§ Mr. MeacherBoth the UK and the EU believe that the targets to be agreed in Kyoto should be legally binding. We consider that targets, as well as other commitments in the Protocol, must be backed by a strong compliance regime. However, the details of the regime provided for in the Protocol will be elaborated after Kyoto.
