§ Mr. Doug HendersonThe Conference declarations annexed to the Final Act of the Treaty of Amsterdam are not part of the Treaty. They comprise political commitments or exhortations, interpretative statements and statements of fact of which the Conference takes note. They form part of the context of the Treaty for the purpose of its interpretation, including in the European Court of Justice and the Court of First Instance.
