The Department has not formed a view of the proposal made by Dr. Wilmut—and separately by others—for a debate on ethics and cloning, and the way in which this might be carried forward. In our policies in this area, we continue to be guided by the advice of the Committee, chaired by the120W Rev. Professor Michael Banner, on the "Ethical Implications of Emerging Technologies in the Breeding of Farm Animals" which reported December 1994.
