§ The Prime Minister[holding answer 5 November 1997]My right hon. Friend the Chancellor of the Duchy of Lancaster has overall responsibility for better regulation matters. However, all Ministers have a responsibility for ensuring good regulatory practice and the avoidance of unnecessary red tape. In order to give this initiative additional focus each Government Department has named a lead Minister responsible for better regulation. These are:
