§ Mr. DewarThe size of the Scottish block is set for this year and next by the published expenditure plans and the July Budget announcements. The figures for subsequent years will depend on the outcome of the Comprehensive Spending Review in comparable English departments, which will feed into the block through the normal operation of the Barnett formula.
